As for art block... orz It does suck! I did find that doing ShEason was a bit of a help! I think it's really fun designing your version of things. Like, for example, Shiki as her own Vocaloid or something! * v* It gives you room to be creative while following loose guidelines! Maybe try stuff like that?
Personally, I might go take some pictures of downtown and start studying them to get better knowledge of architecture, nature, stuff like that!
